An FHA loan is a government-backed mortgage that lets you buy in Houston at up to 96.5% loan to value with a credit score starting at 580. It is built for first-time buyers, people rebuilding credit, and buyers carrying more debt than conventional loans allow. In Houston, FHA also pairs with local down payment assistance.

If you have been renting and wondering whether buying is realistic right now, FHA is a good first program to look at. The rules are more flexible than many people think, and the Houston area has down payment assistance programs that work with FHA loans. This guide covers how FHA works, what it costs, the Harris County loan limits, the requirements, the process, and who it fits best.

FHA Loan at a Glance

Loan to Value: Up to 96.5% with a 580+ score

Credit Score: 580+ (500-579 allowed at up to 90% loan to value)

Harris County Limit: Set yearly by HUD - check the current limit at hud.gov

Max DTI: Up to 57% with automated underwriting

What Is an FHA Loan?

An FHA loan is a mortgage insured by the Federal Housing Administration, part of the U.S. Department of Housing and Urban Development (HUD). The FHA does not lend money directly. It insures loans made by approved lenders, which lowers the lender's risk and lets them approve buyers who would not qualify for conventional financing. That insurance is the reason FHA can accept lower credit scores, smaller down payments, and higher debt-to-income ratios.

For Houston buyers, the practical benefit is simple. FHA's minimum puts the loan at up to 96.5% loan to value with a 580 credit score, and it can be combined with local assistance programs. The trade-off is mortgage insurance, which I cover in detail below so you can decide whether FHA is the right fit or whether conventional makes more sense for your numbers.

Credit score. FHA allows its smallest down payment with a score of 580 or more. Lenders use your middle score from the three bureaus. Starting with FHA case numbers assigned on or after January 1, 2027, a lender may use more than one kind of credit score. If it does, FHA takes your middle score for each kind and counts the lowest one.

Down payment. With a score of 580 or more, FHA lets the loan go up to 96.5% loan to value. The money can come from your savings, a gift from family with the right papers, or an approved down payment assistance program.

Debt-to-income ratio. FHA is more flexible than conventional here. Lenders approve DTI up to 43% as a standard guideline, and automated underwriting can approve up to 57% on files with strong compensating factors such as cash reserves or a solid history of on-time rent payments. Carrying student loans, a car payment, and some credit card balances does not automatically disqualify you.

Steady income and employment. Lenders want to see a reliable two-year work history. Gaps and job changes are workable, especially within the same field, and self-employed borrowers qualify with two years of tax returns.

Primary residence. FHA loans are for owner-occupied homes. You need to move in within 60 days and live there as your main home. FHA does not finance pure investment properties, though you can buy a two-, three-, or four-unit building, live in one unit, and rent the others.

FHA Credit Score Tiers

Credit is where FHA stands apart from conventional financing. There are two tiers that decide your down payment.

FHA also allows for credit events that block conventional approval, including past collections, charge-offs, and prior bankruptcies or foreclosures once you complete the waiting period. If your score is close to 580, ask before assuming you do not qualify.

FHA Loan Limits in Harris County

FHA sets a maximum loan amount for every county, and HUD updates those limits each year based on local median home prices. Harris County and the greater Houston metro use the standard floor limit rather than a high-cost limit, and that standard limit covers the majority of homes on the market across Houston and the surrounding suburbs.

Because the number changes annually, confirm the current single-family FHA limit for Harris County at hud.gov, or ask me and I will pull the figure that applies to your purchase. If you are buying a two-, three-, or four-unit property to live in, the FHA limits are higher than the single-family limit. Homes priced above the FHA limit move you into conventional or jumbo financing instead.

FHA Mortgage Insurance (MIP)

FHA loans carry mortgage insurance, and it works differently than it does on a conventional loan. Understanding this upfront helps you decide whether FHA is the right move.

Cost Standard Amount Details
Upfront MIP 1.75% Charged at closing, usually rolled into the loan
Annual MIP ~0.55% Paid monthly, stays for the life of the loan when the loan closes above 90% loan to value

Upfront MIP. This is 1.75% of the loan amount, charged at closing. Many borrowers roll it into the loan balance instead of paying cash. That raises your balance a little, but it does not add to the cash you bring to closing.

Annual MIP. This runs around 0.55% of the balance each year for many buyers, and it is paid as part of your monthly payment. The exact cost depends on your loan amount, term, and loan to value.

The Lifetime MIP Rule: FHA's yearly mortgage insurance stays for the life of the loan when the loan closes above 90% loan to value. At 90% loan to value or below, it drops off after 11 years. Many FHA loans close above that line. For those loans, the way to remove it is to refinance into a conventional loan once you have about 20% equity. This is a key long term cost difference between FHA and conventional, so think about it before you decide.

FHA Property and Appraisal Requirements

FHA loans come with property standards that protect you as the buyer. Every FHA purchase requires an appraisal from an FHA-approved appraiser, and that appraisal does two jobs. It sets the market value, and it confirms the home meets HUD minimum property standards for safety, security, and soundness.

In practice, the appraiser checks that the roof is functional, the major systems work, there is no exposed or hazardous wiring, water heaters and heating work, access is safe, and there are no major structural or health hazards like standing water or peeling lead paint in older homes. Houston has a large stock of homes built before 1980, so these checks matter more here than in newer subdivisions.

If a home needs repairs to pass, you have options. The seller can complete repairs before closing, or you can use the FHA 203(k) renovation loan to finance the purchase and the repairs in a single loan. The 203(k) is useful in Houston's older neighborhoods where well-priced homes need a roof, HVAC, or cosmetic work.

FHA vs Conventional in Houston

If your credit score is 640 or more, compare both options before you pick FHA. The main trade off is mortgage insurance.

FHA has a lower credit floor and more room on DTI, so it often fits scores from 580 to 630 or buyers with more debt. Conventional loans can go up to 97% loan to value for some buyers, and their private mortgage insurance can come off once you reach 20% equity. FHA mortgage insurance usually stays for the life of the loan. For buyers who qualify for both, conventional often costs less over time. For buyers who need the flexibility, FHA opens the door.

Program amounts, income limits, and eligibility change over time, and the applications have steps that need to happen in the right order. I confirm current figures and handle the coordination during pre-approval because I know which programs pair together and how they change your out-of-pocket cost. The FHA Loan Process

  1. Pre-approval. This happens the same day you reach out. We pull your credit, review your income and debts, and tell you exactly how much home you can afford with FHA. If assistance programs fit, we identify which ones and how they change your numbers.
  2. Compare programs. As a broker with access to 40+ wholesale lenders, I am not limited to one bank's version of FHA. Different lenders have different overlays and pricing on credit tiers and DTI. I find the lender and program combination that fits your file.
  3. House hunt and offer. You shop for a primary residence within the current Harris County FHA limit and make an offer with a real pre-approval behind it.
  4. Appraisal and underwriting. An FHA-approved appraiser confirms value and property condition while underwriting verifies your file against HUD guidelines.
  5. Closing. FHA purchases in Houston typically close in 30 to 45 days. If assistance is involved, I manage the coordination so you are not chasing paperwork across three places.

Who FHA Loans Are Best For

FHA is not the right loan for everyone, but it is the best fit for several common situations in Houston.

Frequently Asked Questions

What credit score do I need for an FHA loan in Houston?

FHA allows its smallest down payment with a middle credit score of 580 or more. With a score from 500 to 579, the loan can go up to 90% loan to value. FHA can still work after past collections, charge offs, or a bankruptcy, once the waiting period is over. Lenders use your middle score from the three bureaus. Starting with FHA case numbers assigned on or after January 1, 2027, a lender may use more than one kind of credit score. If it does, FHA takes your middle score for each kind and counts the lowest one. If your score is close to 580, ask a loan officer before you decide you do not qualify.

Starting in 2027, lenders may also use two new credit scores. Here is what FHA's new credit scores mean for you.

What is the minimum down payment on an FHA loan in Houston?

With a middle credit score of 580 or more, FHA lets the loan go up to 96.5% loan to value. With a score from 500 to 579, the loan can go up to 90% loan to value. HUD sets these limits for every FHA loan. Your down payment can come from your savings, a gift from family with the right papers, or an approved Houston down payment assistance program. Some programs may cover part or all of it.

What are the FHA loan limits in Houston and Harris County?

FHA loan limits are set each year by HUD based on median home prices in each county. Harris County and the Houston metro use the standard floor limit rather than a high-cost limit. The limit changes annually, so check the current single-family FHA limit for Harris County at hud.gov before you shop, or ask me and I will pull the figure that applies to your purchase. The standard limit covers the majority of homes on the market in Houston and the surrounding suburbs. Two-, three-, and four-unit primary residences have higher FHA limits.

Can I get an FHA loan after a bankruptcy or foreclosure in Houston?

Yes. FHA allows financing after major credit events once you complete the waiting period. The standard waiting period is two years after a Chapter 7 bankruptcy discharge and three years after a foreclosure, though shorter timelines may apply with documented extenuating circumstances. During a Chapter 13 bankruptcy you may qualify after 12 months of on-time payments with court approval. You also need to reestablish good credit during the waiting period. If you are still inside the FHA waiting period, non-QM programs may offer an earlier path to buying.

FHA or conventional, which one fits me?

It depends on your credit and how long you plan to keep the loan. FHA has a lower credit floor at 580 and more room on debt to income, so it often fits buyers with scores from 580 to 630 or with more debt. Conventional loans can go up to 97% loan to value for some buyers, and their private mortgage insurance can come off once you reach 20% equity. FHA mortgage insurance usually stays for the life of the loan when the loan closes above 90% loan to value. Buyers with stronger credit often save more over time with conventional. Compare both with your real numbers before you decide.

Does FHA mortgage insurance go away?

FHA's yearly mortgage insurance stays for the life of the loan when the loan closes above 90% loan to value. At 90% loan to value or below, it drops off after 11 years. Many FHA loans close above that line. For those loans, the way to remove it is to refinance into a conventional loan once you have at least 20% equity and your credit supports it.

What are the FHA property and appraisal requirements?

The home must be your primary residence and pass an FHA appraisal performed by an FHA-approved appraiser. The appraisal sets the value and confirms the property meets HUD minimum property standards for safety and soundness, including a working roof, functional systems, no exposed wiring, safe access, and no major hazards. Homes that need repairs to meet the standards can still work through the FHA 203(k) renovation loan, which finances the purchase and the repairs in one loan.

Can I use down payment assistance with an FHA loan in Houston?

Yes. Houston has down payment assistance programs, and many of them work with FHA loans. The City of Houston Homebuyer Assistance Program helps first time buyers inside city limits, but it is not taking new applications as of October 21, 2026. Harris County's program is full except for some disaster buyers. TSAHC offers statewide grants and forgivable second liens for first time and repeat buyers. This includes a Homes for Texas Heroes program for teachers, police, fire, EMS, and veterans. Amounts and rules change, so confirm the current figures when you get preapproved.
