TSAHC Homes for Texas Heroes

This is the biggest win for first responders in Texas. TSAHC (Texas State Affordable Housing Corporation) offers down payment assistance to police, fire, EMS, and corrections officers.

What you get: Up to 5% of the home price as a grant, not a loan, a grant, that you never repay. Use it for your down payment.

Amount: On a $350,000 home, that's $17,500 free down payment assistance. Combined with FHA 3.5% down, you could put down 8.5% total instead of just 3.5%.

Eligibility:

Timeline: 45-60 days once you start the application. TSAHC has a small staff and strong demand, so don't wait. More DPA details: Down Payment Assistance Houston.

Good Neighbor Next Door Program

HUD offers something unusual: 50% off the list price of HUD-owned homes in designated revitalization areas.

Who qualifies: Police, firefighters, EMTs, and teachers.

How it works: HUD owns a foreclosed home in a designated neighborhood. List price $200,000? You buy it for $100,000. You must occupy it as your primary residence for 3 years.

Catch: Not every neighborhood. Not every home. HUD publishes the list of eligible properties and areas. You have to find one that works for you and make an offer. But if you find a good one, the savings are significant.

Reality check: These homes are often in areas undergoing revitalization, which means lower price but also emerging neighborhood. Not a bad play for a first responder who wants to build equity quickly in an affordable area.

FHA Benefits for First Responders

FHA loans are already favorable for first responders because of how overtime is treated.

Standard FHA: 3.5% down with 580+ credit. One monthly payment.

Overtime income: Most lenders want 2 years of documented overtime history and will average it. For police and fire, this is usually straightforward, your paystubs and W2 show the overtime. Lenders factor this in.

Overtime + TSAHC stacking: Get TSAHC grant for 5% down + FHA 3.5% down = potentially 8.5% down total. This is real and worth exploring.

Example: $350,000 home. Standard buyer: $12,250 down (3.5%). First responder with TSAHC: $29,750 down (8.5%). You put $17,500 more down using a grant. Your monthly payment is lower. Your PMI is lower or eliminated. Full details: FHA Loans Houston.

VA Loans for Veteran First Responders

Many first responders served in the military. If you have a VA entitlement, use it.

VA loan benefits: 0% down, no PMI, no funding fee (most first responders qualify for the fee waiver), rates competitive with or better than FHA, faster approval than FHA.

How to access it: Get a Certificate of Eligibility (COE) from the VA. Bring it to your lender. Apply for your VA home loan.

When to use VA over FHA: Always, if you're eligible. VA is stronger than FHA for first responders. Full details: VA Loans Houston.

Houston Neighborhoods Near Major Stations

You work shifts. Commute time matters. Here are neighborhoods with reasonable distances to major stations:

HPD North Patrol (NE Houston): Greens Bayou, Kingwood area has good inventory and affordable options. 20-30 minutes to NE station depending on shift. Good schools, growing area.

HPD Central Patrol (Downtown/Near downtown): Montrose, Heights, Washington Avenue area. Walkable, eclectic, younger demographic. 15-20 minute commute. Premium pricing but strong appreciation.

HFD Central Station (Downtown): Montrose, Washington Avenue, East Downtown. Same as above. 15-20 minutes.

HFD Southwest: Alief, Sharpstown, Bellaire area. Affordable, diverse, strong rental market. Good inventory. 25-35 minutes depending on which station.

Houston EMS (serves all areas): Similar to HPD/HFD dispatch areas.

Practical advice: Buy somewhere between your station and your family's needs (schools, shopping, etc.). Don't optimize only for commute, you'll regret it long-term.

Overtime, Special Duty Pay, and Shift Differentials

Your income isn't just base salary. Here's how lenders handle the add-ons.

Overtime: Averaged over 2 years (or sometimes year-to-date plus prior year if current year is incomplete). Most lenders want to see it on your paystub or W2.

Special duty pay (court time, extra assignments): Documented similar to overtime. Bring recent paystubs showing the amounts.

Shift differentials (pay for swing shift, graveyard, etc.): If you're guaranteed this as part of your job, lenders count it. Not guaranteed? They're conservative and may not count it.

Combat pay (if applicable for federal law enforcement): Documented. Lenders will count it if verifiable.

Certification pay (law enforcement specialization bonuses): Documented and recurring, lenders count it.

The process: bring 2 months recent paystubs, last year's W2, and current year paystubs (to show YTD earnings). Lenders calculate the average and use that for qualification.

FAQs

What makes me eligible for TSAHC?

Your job title. Police officer, firefighter, EMT, or corrections officer employed in Texas. No other requirements beyond income and purchase price limits and credit qualification. Your employer must verify your employment, typically with a simple letter.

Can I stack TSAHC with other down payment assistance programs?

In most cases, yes. TSAHC + FHA + other state DPA programs can combine. Talk to your lender about layering opportunities.

Does overtime count on all loan types?

Yes. Conventional, FHA, VA, all count documented overtime. The calculation method might vary slightly, but the concept is standard.

Are part-time officers or volunteer firefighters eligible?

Varies by program. TSAHC typically requires full-time employment. VA doesn't care (it's military-based). FHA is flexible. Talk to your lender about your specific situation.

What defines a corrections officer?

Texas Department of Criminal Justice (TDCJ), county sheriff's office, municipal jail staff, private corrections facility officers, federal Bureau of Prisons. If you work in corrections and carry a badge, you likely qualify. Your employer can confirm.

If I'm a volunteer firefighter, am I eligible?

TSAHC requires full-time employment, so likely no. But VA (if you're a veteran) and FHA are still strong options. Check with TSAHC directly, some paid-on-call firefighters qualify.

You've Earned This

You put your life on the line. You work shifts that don't fit a 9-to-5 world. You deserve a loan that understands how you actually work. TSAHC grants, VA benefits, and FHA overtime income treatment are real advantages. Use them.
